Abstract

The purpose of the study, therefore, is to form a methodological approach сoncerning the determination of dominants of investment and innovation regional environmental policy. The methodology bases on Smart Specialization and Quintuple Helix  models. This research formulates the authorial vision for the combination of Quintuple Helix and Smart Specialization methodologies in order to determine the strategic priorities of investment and innovation policy of the national economy.
It allows not only to define the dominants in nature but also to determine the uniqueness of regions based on scientific and technological potential, taking into account the priorities of individual Sustainable Development Goals. The presented research is an additional argument to existing official developments, as Guide on Research and Innovation Strategies for Smart Specialisation. A methodological approach has been developed, taking into account the methodology of “Smart Specialization” and in
the context of existing European experience.
